Proposal lifecycle
Draft → Discussion → Awaiting Support → Voting Scheduled → Voting → Accepted / Rejected → Awaiting Execution → Executing → Executed
Proposals can also be Cancelled by their author, Vetoed by guardians, or Expired if a window passes without action.
